You can serve rare steak if that is how your customers like it.  This is because any food poisoning bacteria will only be on the outside of the steak and when it is grilled or fried that will kill the bacteria.

NCPLH a licence to sell alcohol to children ?

One of the most important issues facing Personal Licence holders in the licensed trade is the protection of children from harm, indeed this forms one of the main thrusts of the Licensing Act 2003 which prohibits ANY sale of alcohol to people under 18.

LLUK - Lifelong Learning UK.  The Sector Skills Council for post-16 education and training. Sets the standards for teacher training qualifications.
ILT - Information and Learning Technology.  This is Information Technology used for the purpose of education.
LSC - Learning and Skills Council.
QTLS - Qualified Teacher Learning and Skills
IFL - Institute for Learning – some adult education teachers are legally obliged to be members of this organisation.
PTLLS - Preparing to Teach in the Lifelong Learning Sector also referred to as “City and Guilds 6302″
CTLLS - Certificate in Teaching in the Lifelong Learning Sector also known as 6304
2886 - Certificate in Delivering Conflict Management Training
CIEH - Chartered Institute for Environmental Health
